Frank Moran
Marge Myers read minutes from last month's meeting, December 20, 2003. Vic Sayko couldn't stay for the meeting, said he had nothing new to report at this time.
Frank Moran brought a photo of Borodino Landing of long-ago (see below). Frank said he believes
the photo was taken approximately 80 years ago. It shows a public dock. Frank said years
ago steamboats used to make Borodino Landing one of their stops.
This led to some discussion about landing issues, and
suggestions for improvement. Topics were Safety - jet skis, alcohol use
possible open container violations (brought up by Linda Sanders);
right of way issues (brought up by Frank Moran).
"This lake is becoming a rich man's paradise." Frank Moran
Linda Sanders: "The landing is still a hot topic—dangerous with the jet
skis—could we possibly put this on the agenda for the next town board meeting?"
Frank Moran said he had a long conversation with State Assemblyman Jim Murphy
regarding the SAHS grant. Moran said he'd asked Mr. Murphy to come to the last town
board meeting. Murphy declined, saying he could not show partisanship. Moran said he is
an astute attorney, and believed Murphy when he said that he could not rescind the grant.
Joyce Barnett: regarding 'protocol issues' with town government.
Barnett said she received 'mixed reception to my suggestions presented to the town
board' (Jan. 8, 2004). She said she is 'hopeful some of these things will be adopted.'
Barnett had obtained several copies of Cazenovia's master Plan (dated 2004), and said
they were available if anyone would like to sign them out. She feels Cazenovia's plan is
"exciting, and similar to Spafford...as they are also dealing with lake issues."
There was discussion about whether Ron Bourque's notes could be viewed regarding his
previous work on a master plan for Spafford. Barnett said she would like to ask the
Spafford town board if they would consider appointing a committee to review or research
a comprehensive master plan for Spafford. She said she knows 7 or 8 people (some
present at the first CFS meeting) that voiced interest.
Frank Moran suggested the town board adopt a Recreational Committee, or a Public
Works Department.
There were reminders to attend the
upcoming public hearing by representatives of NYS Division of Codes, at
town hall Tuesday, January 20th.
