The (Syracuse, NY) If Spafford's 2003 preliminary budget is accepted by the town board in November, taxes will go up by 26 cents per $1,000 of assessed property value. Of that, a little more than 4 cents is because of increases in the town's general and highway budgets. A little more than 21 cents is due to increases in the fire district's budget. The taxes on a $100,000 home would be $537. Last year, taxes for the same home were $511. The preliminary general fund budget is $194,694, the highway budget is $336,809, and the fire district budget is $240,550. The combined town preliminary budget of $767,053 is 5.01 percent higher than the 2002 budget. Vacant store Supervisor Gordon Ireland said plans to acquire and demolish the former Gulino store in Borodino and build a community center are still moving slowly. "It's just getting to be more and more of an eyesore," Ireland said of the vacant building. Town officials are working to find a date when parties involved in the negotiations can meet to dig up part of the property to see if any fuel tanks remain from when the site was a gas station. "It threw a monkey wrench in the thing to find contamination in that area," Ireland said. The town received a $90,000 community development grant for the project. If the demolition is completed, the town will seek public opinion about what kind of community center to build, Ireland said.
