SPAFFORD FOOD PANTRY   ^
The Spafford Food Pantry is two years old, and now serving 30 families. Anyone who would like to donate for Thanksgiving or Christmas baskets (including gifts for children), please call Rose Clark at 607-749-2753.  The Food Pantry serves breakfast on Saturdays at the Spafford Firebarn from 8 AM - 11 AM. Proceeds help fund the costs of Christmas baskets. Borodino United Methodist Church, and Scott United Methodist Church will again be offering Christmas angels.   The Borodino U. Methodist Church sponsors a Food Cupboard Collection November 2nd. Please contact Pastor Timothy O'Connor-Slater for details at 315-673-3706.

NYS TO AUDIT SPAFFORD CODE ENFORCEMENT 
The NY Dept. of State plans to audit Spafford's code enforcement program this year, in answer to multiple complaints about messy and dilapidated properties (mainly from Spafford resident Peter Pirnie, see Bullett Archives. Just type in "Pirnie" in the Search field). The department does 2 or 3 audits a year in towns that receive a lot of complaints. The audit will take about a week, resulting in a report giving recommendations to improve the town's code enforcement program.  Read: State to audit code program. BULLETT MINUTES: OCTOBER TOWN BOARD MEETING  ^
PUBLIC HEARING SET--Gordon Ireland called for a public hearing on the preliminary town budget-- usually the first Thursday after the election--to be November 6th at 7 pm at town hall.

ASSESSMENT DROPPED--Tom Chartrand said our property tax assessment dropped to $4.58, or down 47 cents per $1000 value.  

VETERANS MEMORIAL--The Spafford Veterans Memorial fund did well, bringing in an additional $1,677. Lisa Valletta said another $100 donation arrived today (10/9). Gordon Ireland commented on the work that has begun on the patio area at the site. Fred Chappell asked Merrill Clark for the pins for the benches, and inquired about moving the benches, currently stored in crates in the town barn,  to the site very soon.

TOWN CLERK REPORT --Lisa Valletta sold 51 transfer station tags; the sale of DEC decals brought in $2500 which goes to the DEC, and $144 that stays with the town. 

HIGHWAY REPORT--Merrill Clark ordered a new pick up sander, for $3,721.  that will arrive in about a week. Clark stated that he received 3 bids for sand, the lowest bid from Bob O'Brien ($3.50 yd picked up, $5.50 yd delivered), the same source as last year. Last year the sand was used "straight" with no stone, because it was a mild winter. Clark said it was analyzed and determined to have less than a 5% clay content. 

TRANSFER STATION--Saturday, October 11th is Tire Day. Clark said if the town hauled discarded tires to Auburn Steel ($25/ton) it would be "much cheaper than what we were paying last year."   The last "Metal Day" of 2003 will be Saturday, October 18th. 

Merrill Clark inquired about the possibility of retaining individual health insurance coverage after he retires, for approximately 21 month, until he is 65. The town is still awaiting quotes, and investigating options to save money. Bill Vinzant asked Tom Chartrand what the approximate cost would be to the town per month. Chartrand said, "$300 I think."
