The Commissioners for the Spafford Fire
District will hold an open budget hearing October 16th from 7-8
pm at the Spafford fire house on Rt. 41. FD Secretary

will be having a fire prevention open house
on October 13th from 9:00 AM to 12:00 noon at the station. This

SPAFFORD ZONING BOARD PUBLIC HEARING
October 8, 2007 at the Spafford Town
Hall, 1984 Rt. 174 at 7:00 p.m. to hear the following petitions:
Syracuse SMSA Limited Partnership d/b/a Verizon
Wireless-continuation of public hearing regarding proposed cell
tower. Article X, Section 2b &6b, 1-6.
Walter Rogers,
owning property located at 2687 Wide Water Lane, is seeking
permission to construct an addition on an existing camp that
does not meet the minimum required set backs. Article VII,

The Spafford Republican Committee is
hosting an Open House on Sunday, October 21, 2-4 pm
at the Spafford Town Hall. Meet area Republican candidates
seeking office in November's election, visit with neighbors and

September 13, 2007 Town Board Meeting, 7 pm Town Hall
Highway Superintendent Report Bank run gravel to be
purchased for grange hall parking lot, $4800 from Frey Gravel.
Budget Hearing is scheduled for September 27 at 7 pm.
Councilor Bill Vinzant stated the town budget has
doubled in the last ten years, mostly due to spending for the
highway department. There is a $100,000 culvert coming up in
’08. Councilor Vinzant stated that he has spent a lot of time
collecting and analyzing the town budgets to compare over the
last ten years, and gave copies of his findings to each member
of the town board, to prepare them for the upcoming budget
meeting.
Veterans Park There is $250 left in
the Veteran’s Park fund.
Town Clerk Report Town
Clerk, Lisa Valletta has been busy selling lots of permits, and
even a wedding license (Kim Read’s daughter).

Autumn Town Newsletter is coming up
Anyone with items they wish to include should get them to
Lisa by September 24th.
Town Historian, Barbara
Shoemaker, has received notification of a $935 grant to
purchase a marker by the steeple bell on town property on Rt. 41
in Homer. The bell will be identified as “1874 Spafford Union
Meeting Hall” and the marker will be ordered from Catskill
Casting.
Councilor Lieberman requested and
received an American flag from Congressman Walsh that was hung
over the capital. The board will decide where this flag will be
placed.
Town is hiring a new Assessor
Supervisor Stevens reported that the town’s present assessor,
Bob Brown, will be retiring September 30. The town has received
ten applications for this position. Bob Brown has agreed
to assist the new assessor in this transition for three months.
Pay will be on a per parcel basis--$8 per parcel (including a
clerk). The new assessor may or may not choose to have an
assistant (clerk). Supervisor Stevens appointed a committee of
townspeople to review the applicants, and whittle the list down
to two—for the town board to choose from. Bob Cook was appointed
Chairman of this committee, which also includes Barbara
Marshall and Teri Wise.
Adding a Monthly Work Meeting
Councilor Rick Fesko suggested the board meet for an
additional informal work meeting each month. The board agreed to
meet the FIRST THURSDAY of the month, each month at 7 pm. This
will be an open public meeting. Water Authority
Barton & Loguidice has run out of money—they want $50,000 more.
There total bill will be $107,000. Accountant Bob Chartrand
stated there is $193,000 left in ‘Administration’ of the budget.
Apparently B&L have a lot of easements to obtain in the town of
Otisco. A motion was made to transfer this money from the
budget; Supervisor Stevens needs to meet with the other
attorneys before this money is transferred.
Transfer Station Dumpster Councilor Merrill Clark
recommended the town replace our existing 25 yard container with
a 35 yard (14 ton) box. The larger container will cost an
additional $100 per month, but will not need to be removed as
often. It costs $275 to remove a container from the transfer
station. $6,875 has been spent on an overflow container.
Replacing our container with a larger one will save the town
$9,300. Appleton will do this the first week in October.
Verizon Cell Phone Tower Verizon submitted a proposal
to install a 195’ wireless telecommunications tower. The
Spafford ZBA approved their request September 10. The Zoning
Board voted to approve Verizon’s request to install a cell phone
tower in the town of Spafford on September 10. Apparently
they’re not sure where it will go. Verizon prefers a site ‘at
the end of Woodworth Rd.’ but the ZBA has another site in mind.
The town board approved Verizon’s request to hire Professor
William P. Johnson to do a radio frequency study and examine
both proposed sites. This study will be paid for by Verizon.
Supervisor Stevens will request that Verizon establish an escrow
account ‘in an amount to be determined’. If the site chosen is
owned by a private owner they would receive $4000 a month to
lease the land for the tower to Verizon.
Culvert on
Spafford Landing Road The town of Spafford advertised for
bids to construct a culvert on Spafford Landing Road. An
extensive retaining wall is needed State of collapse over some
camps ‘It is a precarious job,” said Supervisor Stevens.
Only one bid was received, Lake Country Construction, aka
“Webb’s son-in-law”. Supervisor Stevens recused himself from the
board vote. B&L engineer’s estimate for this job was $50,000.
Lake Country Construction bid a total cost of $33,834 (covering
materials, labor and equipment). The town board voted to hire
Lake Country Construction; the job will be completed by December
31, 2007.
PUBLIC HEARING Opened at 8:18 pm.
New Local Law 2007-2 To require an additional survey
following a foundation. Building inspector Doug Staley
said: ‘90% of these (affected) are lakefront properties. Our
grandfathers and great-grandfathers originally built these as
(seasonal) camps on 50’ of waterfront. Now we’re finding people
are tearing them down and rebuilding year-round homes.’
PETER BECKER Looking for clarification from the town
regarding possible changes in non-conforming land use. Mr.
Becker said he and others have endured ongoing property and
creek damage caused by the golf course. Libby Wise-Wing is
running for town councilor on the Democratic line. Supervisor
Stevens stated that we all must go by the present zoning laws,
which are in the process of being re-written. Doug Staley
suggested Mr. Becker consult with the town’s attorney, Matt
Kirwin. Supervisor Stevens also requested Mr. Becker ‘put his
questions in writing’ and give them to Lisa and the ZBA.
