LAKEFRONT CONSTRUCTION IN SPAFFORD
Update on eco-block house on Skaneateles Lake being built by MED Construction. Town Clerk, Lisa Valletta reported that 14 new building permits were sold during the last month in the Town of Spafford.

BULLETT MINUTES: SEPT TOWN BOARD MEETING
"Anything's possible in Spafford, I guess."

Gordon Ireland requested funds (about $1,000) to commission Barnett Memorial to do repairs in Borodino Cemetery-- "straightening the stones and such." (Approved)

NO SPEED LIMIT CHANGE IN SPAFFORD
Ireland said that last month he requested a traffic study from NYS to change the speed limit on Route 41 heading down the hill into Borodino four corners. The request was denied by NYS. "They will not change the speed limit," he said.

Lauri Clark voiced concern over speeding truck traffic past the Grange building when Youth Program ran this summer. Clark said she spoke to Undersherriff Warren Darby. He said unfortunately unless somebody gets killed at this four corners it will be difficult to change it.

Curt Ledermann asked if pedestrian crossings could be created here.
Fred Chappell: "Go ahead and try. Do you know how many years it took us to get a flashing yellow light (at the four corners) ?"
Joyce Green: "How many ?"
Fred Chappell: "Well it was a lot."

Peter Payntar asked about the Town's progress on limiting trash trucks on Rt. 41. Ireland said he did sign the resolution in support of restricting the truck traffic.

TOWN CLERK REPORT: 
Lisa Valletta says she took in $2,746.63 from the sale of permits (hunting season approaching), 89 transfer station tags, and 14 new building permits.

PLANNING A TRIP TO CUBA, LIKE COUNCILMAN C.J.? 
Valletta said "in case none of you noticed, I was gone all morning."  The Onondaga County Clerk held a training session to train town clerks to accept passports. Valletta said she will receive her certificate by October 1st. Passports will now be available at Spafford Town Hall, $85--of which $30 stays at the town level.  "It takes 6 weeks to get a passport, so plan ahead."

HIGHWAY REPORT
Merrill Clark asked for a motion to solicit bids for sand. Clark wants to advertise in the Skaneateles Press to buy sand locally, now that it is available. (Approved)

RE: Trees to be cut down in Spafford Cemetery. The Town is willing to pay to have the trees taken down, at the request of the Mitchell's. Merrill Clark said he's tried to contact Mitchell, but it appears he won't let the town drop trees on his property, and won't allow the town access to his property. Ireland stated Mitchell's want their son to fell the trees, but the son couldn't provide proof of insurance required by the town. "I guess they don't want the trees cut down then." Ireland said.

RE: HOMELESS BEAVERS
Merrill Clark said he broke up their dam under the new bridge on Otisco Valley Road. See Merrill if you have room in your home for these now-displaced beavers. And I don't mean on your WALL.

RE: TRANSFER STATION
All permits "that were way behind are caught up." Clark said that Appleton will install a panic button on the compactor this next week. This is a secondary button, so in the event that Roger steps away, and " there is an emergency, John Q. Public can push the button and stop the compactor."

TOWN BOARD MEETING, CONTINUED
Will there be a Tire Day, you may ask? YES. Anyone with a dump permit is allowed to bring in 8 tires. There is a fee for more than 8 tires.

The last " Large Item Day" of the season is October 4th.  Clark said several people asked for a "Demolition & Construction Day" to dump off cement blocks, treated lumber, etc. (Board voted NO.)

And, just a reminder that people need to leave all cardboard INSIDE THE COMPACTOR. 

RE: SNOW PLOWING-- The Town may be looking to hire someone to plow snow (after the November 4 election) because Merrill Clark will retire at year's end.

ANY QUESTIONS?
Ireland asked if the audience had any questions, or anything to say at all. He said, "We've been kind of criticized for having 'no open communication with the Town Board. That's not true. My phone number is public record... We're going to do the best with what we've got."   [Referring to the new Spafford Party's platform]

Linda Sanders: "It has been reported in the newspapers that the SAHS has received an $89,000 grant. This is not true. We have not received any money."

Gordon Ireland: "The $89,000 grant is there, in November, for the SAHS. We have the grant in place. We will get the money."

Sanders repeated her concern that it is being reported that the money has been received, when it has not.

Ireland: "Linda, you know better than that."  "Show me the money," Sanders said.

Ireland: "Do you still want the money?"
Sanders: "Yes."
Ireland: "Then don't play games with me. If you don't stop having secret political meetings in the Grange, you just might jeopardize the grant." (referring to Spafford Party meetings previously held in the Grange building)

Joyce Barnett: "Can you tell me how will running against the incumbents jeopardize the (grant) money?"

Ireland: "The Grange hall's purpose has always been apolitical. When you become political, when you're supposed to be apolitical, you should keep to that line."

Lauri Clark (past President of the SAHS): "The SAHS is a non-political organization. This group is outside of the SAHS."

Ireland: "I haven't read the minutes of your meetings, but I would like to."

SPAFFORD HIGHWAY SUPER TO RETIRE
Everyone is invited to attend a Retirement Party for Merrill Clark on September 21st at the Borodino Firebarn on Nunnery Rd. from 2:00 - 4:00 pm. 

VOTER REGISTRATION FORMS
The NYS Board of Elections' voter registration form is available on Town page. You have until October 15th to register or change your address to be eligible to vote in the November election.
