APPROXIMATELY FIFTEEN CONCERNED RESIDENTS WERE PRESENT. NO BOARD MEMBERS WERE
IN ATTENDANCE.
At the Marcheterre hearing, the Town Attorney gave the audience a summary of the
"stipulations" drawn up during an earlier conference held that afternoon with
Doug Staley (Building Inspector) and Frank Marcheterre's Attorney Judge Reagan read the
stipulations and explained the hems that they had committed to. Neither Marcheterre's
Attorney nor the Building Inspector were present at the Hearing. The stated agreements do
not remotely cover the necessary remediations of the Marcheterre properties.
STIPULATIONS AGREED TO: 4 CORNERS PROPERTIES: REMOVE MOBILE SIGN (To
be completed by February 1, 2001.) Remove walls (both); remove the pontoon boat; remove
the barbecue, propane tanks, camper top and debris in front of the wall: The front-end loader
will remain; (Cleanup; except sign above, is to be completed by May 1, 2001.)
NOTE: Judge Reagan stated that because the front-end loader was personal property" nothing could be done with it. Both the Zoning Ordinance (1973) Article VI §6.e. and Part 131 §1311(4), Title 10, Onondaga County Laws refer to prohibitions against accumulation and/or storage of unlicensed or unregistered "motor vehicles". Since the jacked up car has one or no license plates, it cannot be "licensed" (Part 131 above). The loader is not licensed at all nor are the various golf carts, therefore both the County and Local requirements apply.The front-end loader should be parked in one of the empty garages or behind the Blue house. The improperly licensed "car of many colors must be removed.
NOT ADDRESSED: Trash and greenhouse 4ebris behind both walls; various golf carts, etc. behind both walls; junked tanks and eqvipment behind the Mini-Mart wall. The unsecured garages or greenhouse offices behind the Mini-Mart wall. Nothing is mentioned about the alley between the Mini-Mart and Fesko's IGA.
The open cesspool or septic tank outside the Mini-Man door is apparently allowed to
remain. Vermin are at both sites and underbrush and uncut grass are present at the Liquor
Store (Blue House). There is also an oil spill in the Liquor Store
basement for DEC investigation and a gasoline tank that needs to be emptied and inerted.
