MEETING MINUTES
The meeting was attended by: Frank Moran, Peter Payntar, Ed Lukens, Lauri Clark, Merrill Clark, Barry Kahn, and Marilyn Mowry.
NOTE: In the future, meeting time has been changed to 9:30 AM (The last Saturday of the month)
Marilyn Mowry was invited to the meeting by Merrill Clark. Marilyn is the head of Summer Recreation for the Town of Scott. She is also Secretary of the Historical Society for Scott.
News from Spafford Town Board meeting, February 9—
$1,000 has been donated by Spafford to Scott; Scott has received the money to be used “as they see fit.” For bookkeeping purposes it will say “For Youth & Recreation Program” on Spafford town books.
Possible uses by Scott— to assist in their plan to install toilets and electricity.
Marilyn is the contact person to reserve use of the pavilion. There is a $25 fee, returnable if the area is left in good order.

Liability for Spafford residents will fall under Scott’s existing insurance policy. There was mention of Spafford kicking in money in the future if the program is successful.
RE: Swimming for kids
Scott has a couple field trips a summer to the Skaneateles Rec Center. The bus is rented from Homer Schools, and the pick up location is Spafford Firehouse.
There was mention of Spafford helping to pay for a second bus if needed in the future.
Frank Moran offered to speak to his Catholic Charities contacts regarding possibly bussing kids from Scott and Spafford to Lourdes Camp to swim.
Lauri Clark advised Marilyn Mowry to apply for a grant from the Cortland County Youth Bureau, and offered to contact Joseph King of the Onondaga County Youth Bureau to get contact information for her.

The 2005 committee member list was updated, at the request of Frank Moran.
There was discussion that Supervisor Stevens may “cut” some members of the committee, and that he was unaware of the existence of the Lake Park Committee.
Frank Moran stated that a letter to Denslow’s seeking right of first refusal (see minutes from last meeting) has not been sent., because he thinks the town should draft the letter.
Scott Town Board meets the second Monday of each month at 7:00 PM. Merrill Clark will attend as often as he can.
RE: Veterans Committee
This will remain a separate committee from the Parks Committee. It is a 3-person committee in charge of “Grounds & Improvement”—Peter Lemke, Joseph Marcheterre, and Merrill Clark. This committee is not responsible for the Memorial Day parade.
Lauri Clark stated the Garden Club voted to do the flowers.

Joyce Barnett joined the meeting, just returned from the Association of Towns meeting held in New York City. She described the situation in Lake George—losing green space, haphazard development. They put a plan “on paper” for their Planning Department laying out historic sites, proposed trailways, and a map. They have a $925 one-time (Welcome Stranger) fee for new construction.
Barnett stated a town resolution (not a law) would be needed to adopt a similar
plan. The “welcome stranger” fee could be a flat fee or a percentage, and would
help fund the parks and recreation department. Barnett stated there is
grant money available from Onondaga County (“They like collaboration…”) She
also said Cornell will hold town board work sessions and public informational
meetings.
