MEETING MINUTES

9/27/06

 

SEPTEMBER 9th WORK DAY

Six people showed, two stayed (Merrill, his grandson and 1 person from Scott).

They ran the brush chipper. More needs to be done.

 

Merrill recommends scheduling another work day for a Sunday morning.

 

Suggested having a Sign-up Sheet near the boat lunch. Something like this: “If you use these facilities, help us …  I suggested feeding the volunteers after working.

 

PROGRESS TO DATE

 

SPAFFORD FOREST---Merrill said the Cold Brook parking lot was completed today (September 27). Onondaga County brought 5 loads of bank run gravel, and 3 loads of crusher run on top. Onondaga County paid for the gravel. Town of Spafford provided the equipment. Volunteers leveled the stone.

 

Suggestion: to get some indication of number of users we could add a Sign in sheet at the entrance of Cold Brook Rd. Dave Miller was concerned about notifying hikers that “this is an active hunting area.” (Sept-Jan 1)

 

SCOTT PARK---The walking trail along the channel is still too wet. Town of Scott has fixed the problem of vandals stealing money from the Donations box.

Parking lot light broken by kids throwing rocks.

 

HIGH HICKORY---

Joyce Green needs to contact Gail for update on easing the legal restrictions for High Hickory.

 

COLD BROOK REFORESTATION AREA

Steve Whelan (Onondaga Cty Park) will put up a ‘No Motorized Vehicles’ sign at Craig Rd. entrance.

 

SPAFFORD TOWN BUDGET

Merrill’s request to increase Parks department budget to $20,000 was not accepted.

     Equipment $5,000 -items that have a life expectancy of more than 1 year (hard goods)

     Contractual $3500- landscaping, flowers (soft goods)

     Mowing $5,000 – comes under “Cemetery”

     Youth Program $1320 – increased to $2,000 for 2007.

 

Lisa says we can ask for a budget line transfer. Budget vote 8 PM November 9th, after town board meeting.   There are no reserve funds, but town may create one.

Lisa says she has been getting questions on how to access Spafford Forest. Joyce Green offered to print out Chris Somerlot’s maps (on bullet) and bring to next meeting. Possibly make them available at town hall also.

 

SCOTT PARK

New playground at Glen Haven.

 

FUTURE

There was discussion on possible future picnic/recreational/trail areas that could be developed.

 

Bucktail Falls---there are private landowners to consider and possibly reimburse.

Puddin’ Mill on Willowdale Rd.---There is a falls (land owned by Marcheterre or Ireland?) approximately 35’ high and it goes to the lake (Burma Rd.)

There is a second falls and it levels off to a flat spot.

 

Sawmill Rd. & Valley Rd.---another possible picnic area (part of Bucktail Falls)

GRANTS

Dave Miller had some information on RTP (Recreational Trails Program Grant) for motorized and non-motorized vehicles. This is a Federal grant administered by NYS.
